Sikkim Adopts Uttarakhand's Model for Death Certificates

Procedure to be followed for Registration of Death of Missing persons during the flash floods of 4th October 2023 for issuance of Death Certificate:

A. In case of missing person from Affected areas/Nearby areas:

File FIR/Missing Person Report at the person’s residence.

Refer the report to the relevant Police Station.

File a Notarized Affidavit by next of kin.

Forward FIR to the Sub Divisional Magistrate (SDM) with supporting documents.

SDM conducts a detailed enquiry.

DC issues provisional presumption of death.

Publish list in newspapers, government gazette, and website for Claims and Objections.

If no objections, Registrar issues Death Certificate; appeal goes to District Collector if needed.

Provide Death Certificate free to next of kin; also send it to the Police Station.

B. In case of other Districts/Tourist:

File FIR/Missing Person Report at the person’s residence.

If already filed in affected areas, forward to SDM/SHO in originating district/state.

Enquiring officer verifies the missing person’s status.

SDM/DC in affected areas issues provisional presumption of death; communicate to originating district/state.

Publish list for Claims and Objections in newspapers, government gazette, and website.
If no objections, SDM/DC in originating district/state sends a report to affected areas.

Registrar in affected areas issues Death Certificate based on the report.

Appeals go to the superior officer in originating district; after handling appeals, send orders to the affected areas for Death Certificate issuance or denial.
